Parliamentary Finance Committee begins voting on the items of the general budget

The Parliamentary Finance Committee announced, today, Monday, the start of voting on the items of the 2023 general budget.

The Information Department of the House of Representatives said in a statement: “The Finance Committee was held under the chairmanship of Representative Atwan Al-Atwani and the presence of its members, as part of the intensive meetings to complete the reading of the items of the federal general budget.”

The head of the committee stressed, according to the statement, “the need to proceed with realizing all the details contained in order to expedite their completion, and the committee decided to host the concerned parties in the ministries of finance and planning.”

The statement added, “The committee proceeded to read Article Two and its paragraphs related to the mechanism for covering the deficit through the abundance achieved from the sale of oil and other revenues, in addition to discussing the items for listing investment projects funded by grants and loans, expanding the investment door and involving the private sector, listening to proposals and maturing them with what consistent with the government program.

It pointed out, “The committee followed up studying the first axis on ongoing loans for the purpose of financing ongoing projects in ministries and governorates, rebuilding affected areas, and supporting the fields of education, health, and energy, in addition to the second axis on financing infrastructure projects under the (Iraqi, Chinese) framework agreement.” According to the borrowing to support energy projects, education projects to build (1000) model schools, and strategic and development projects consistent with the government’s priorities.

The statement continued, “The committee continued to read the third axis (new loans) regarding financing water desalination projects, projects of the Ministry of Health to establish centers for the diagnosis of cancer diseases, and projects of the Ministry of Electricity to finance the construction of combined-cycle stations in a number of regions.”

He pointed out, “the committee postponed voting within it on Articles (3-4), while voting was held on Article (5) of (Chapter Three), which includes limiting the disbursement from the appropriations of the main accounts for expenditures, and the expenditures of projects approved within the federal general budget.”

The statement confirmed, “The committee voted on Article (6) related to the authority to make transfers between spending units, and Article (7) related to emergency expenditures, and Article (8) about the use of revenues generated for the federal general budget, and Article (9) regarding allocations for the development of regions, and Article (9) regarding allocations for the development of regions, and Article (10) in the approving file for the implementation of the required services and Article (11) on vehicle fee revenues for the state treasury.

The statement concluded, “The committee postponed voting on articles (12-13-14-15-16), pending study and observations, while it voted on Article (17) and Article (18) of the law.”

Iran stressed today, Monday, the importance of uniting positions with Iraq in the Organization for the Prohibition of Chemical Weapons.

A statement by the Ministry of Foreign Affairs stated that Omar Al-Barzanji, Undersecretary for Multilateral Affairs and Legal Affairs, met with Reza Najafi, Undersecretary of the Iranian Ministry of Foreign Affairs for Legal Affairs and International Relations, today, Monday, on the sidelines of the meetings of the Fifth Review Conference of the Organization for the Prohibition of Chemical Weapons (OPCW), which is taking place in The Hague. During the meeting, they discussed the relations between the two countries and ways of consolidating them.

During the meeting, according to the statement, Al-Barzanji referred to the close ties that bind the two neighboring countries, in addition to the distinguished historical and social relations, which makes the positions of the two countries very close on most international issues.

For his part, the Iranian Undersecretary of the Ministry of Foreign Affairs appreciated the depth of relations with Iraq, stressing the importance of unifying positions in the Organization for the Prohibition of Chemical Weapons, referring to the issue of climate change and its impact on the two neighboring countries, adding that his country will host, in September, a ministerial meeting on climate change and its negative effects on climate change, Agriculture and population.”

Two people killed in a plane crash at an air base in northern Germany

Two people were killed in the crash of a medium-sized civilian plane (Learjet) at Hoon Air Base in northern Germany today.

An Airbus Spokesman confirmed that the plane owned by the company “GFD” crashed on the ground inside the air base during take-off earlier today.

The twin-engine plane was to take off on a training mission with air controllers of the Luftwaffe in the north of the country.

Experts from the German Federal Office for Aircraft Accidents Investigation have begun their investigations into the accident.

Prime Minister Muhammad Shiaa Al-Sudani affirmed today, Monday, that the government is serious about confronting bureaucracy and providing the necessary facilities in order to create a successful investment environment.

A statement by his media office stated that Al-Sudani received, on Monday evening, a delegation of businessmen and investors in the United Arab Emirates, headed by the Head of the Federation of UAE Chambers of Commerce and Industry, Abdullah Muhammad Al-Mazrouei.

Al-Sudani welcomed the members of the guest delegation, stressing that their visit to the capital, Baghdad, reflects the distinguished relationship between the two brotherly countries, and the desire to open more prospects for joint economic cooperation.

The Prime Minister indicated that Iraq has ambitious investment opportunities and is poised for a qualitative economic leap that would promote sustainable development and fully achieve its goals, referring to the large investments made in Iraq in the fields of energy and petrochemicals.

Al-Sudani stressed, according to the statement, that the government has a clear executive program, and it is serious about confronting bureaucracy and providing all necessary facilities in order to create a successful investment environment.

For its part, the Emirati delegation expressed its sincere thanks for the good reception, stressing its great aspiration to invest in Iraq, and the high coordination with government institutions and the Iraqi private sector, in order to build meaningful investment partnerships that serve the two brotherly countries and the interests of their peoples.
